"Connecting a different mouse into the the computer works fine, and when connecting the faulty mouse into a different computer the fault persists." – So it's the mouse. What is the make and the model of the mouse? Is it a wireless mouse? I believe some of them report low battery by wiggling the pointer, although I would expect a more regular pattern. Make sure there is no fluff under the sensor; a single hair may interfere greatly.
